NVIDIA and AMD’s gaming tech rivalry in 2025 has been met with a mixed reception. Earlier at CES 2025, NVIDIA presented the RTX 50 series with its assistive AI’s video and game optimization. Then, in February, AMD showcased its RX 9000 lineup will focus AI-integrated graphics to enhance gaming performance. These two graphics card generations have left impressions on their hardware capabilities, yet not many people are purchasing the upgrades.
Their prices have exceeded the $300 mark, leaving loyal consumers to search for cheaper alternatives. After the US government lifted the ban on selling AI chips to China, NVIDIA and AMD hoped to improve their GPU sales. The Center for European Policy Analysis (CEPA) believes there will be repercussions on export control costs.
How AI Integration Made GPUs Expensive
When gamers learned about the RTX 50 series pricing at CES 2025, they became skeptical about its AI architecture ability to optimize their gaming experience. NVIDIA CEO Jensen Huang informed buyers that these new graphics cards come installed with their latest AI chip, Blackwell.
His team presented a cinematic, showing how artificial intelligence can enhance visual performance through 4th-gen deep learning super sampling (DLSS 4) and neural rendering in ray tracing. However, not everyone was a fan of its price points. The most expensive purchase is the RTX 5090, which is sells for $1,999 USD.
A month later, AMD showed a similar method with the RX 9000 GPUs. Corporate vice president Andy Pomianowski introduced viewers to their AI chip, RDNA 4. It improves gameplay performance through FidelityFX Super Resolution 4 (FSR 4) and machine learning upscaling. The generation’s prices cost half of NVIDIA’s RTX 50s, with the RX 9070 XT selling at $599 USD.

Tech reviewers gave mixed reactions when comparing the RTX 5090 and RX 9070 XT. Through multiple gaming benchmarks, the RTX 5090 performs slightly better than its competitor. It also works well when using workstation applications like Blender and Photoshop.
Where it struggles is maintaining CPU temperature, image rendering, and high-power consumption. AMD then released a RX 9070 XT driver update on July 5, improving its gaming performance by 6%. This made consumers more confident in its hardware capabilities without needing to upgrade to NVIDIA.
Despite their processing power, not many are willing to buy a new GPU. Gamers have used older generation graphics cards that are more capable than those in 2025. The RTX 4090 remains strong in both applications and gaming. The same can be said for its competitor, the RX 7900. NVIDIA users say RTX 50 graphics cards are overpriced for what they provide. AMD is praised for keeping gamers first, but they decided to wait for a sale.
NVIDIA Wants the US and China to Collaborate on AI
On July 14, NVIDIA reported that Huang has been discussing with US and Chinese government officials about raising AI productivity. Huang’s goal is to have President Trump negotiate with China’s Commerce Minister, Wang Wentao, to gain a license to bypass the 7 Rare Earth Elements (REE) restrictions.
Previously, the Biden Administration imposed AI chip exports to China in 2022. They prepared the AI Diffusion Rule on January 15, 2025. Former President Joe Biden feared that once the Trump Administration regained the White House, they would implement AI technology to support the country’s adversaries. This law was later rejected by the Bureau of Industry and Security (BIS) on May 15.
The 7 REE restrictions prevented Chinese exports that could be integrated into the US defense, energy, and automotive sectors. Wentao established the law on April 4 in response to President Donald Trump’s tariffs. The 7 elements that require a special export license are samarium, gadolinium, terbium, dysprosium, lutetium, scandium, and yttrium. For Huang, the license will allow NVIDIA to resume selling H20 chips with their Blackwell AI architecture.

So far, his efforts have shown gamers a new nightmare of what the lead graphics card manufacturer has become. The company has expanded to further research and implement AI technology into workspaces. Back in May, Reuters received intel that NVIDIA planned to sell H20-integrated GPUs for around $6,000-$8,000 USD. Tech industry experts speculate this will help the company improve profits as China made up 13% of their 2024 sales.
Simultaneously, Huang’s strategy could aid the Chinese gamer market after failing to replicate the RTX 4060. Commerce Minister Wentao said he hopes that his mission will motivate more multinational companies to provide reliable products and services to the country. AMD will follow suit with their MI300 chips.
The CEPA believes that the Trump Administration greenlighting NVIDIA’s endeavors could allow China to break more export control restrictions. In 2023, the country’s manufacturers purchased $349.4 million worth of US semiconductors. They routed numerous pathways through third-party countries that have connections to Chinese firms.
